VACANCY: Senior Adviser (Science & Technology)

Applications are invited for the position of Senior Adviser (Science & Technology) at the Australian High Commission, New Delhi.

The position is open to Australian citizens only. The successful applicant will be required to have or obtain an Australian security clearance.

Science is an important and growing part of the relationship between Australia and India, supported by the Australia-India Strategic Research Fund (AISRF). With an Australian commitment of $65m, matched by the Government of India, the AISRF is Australia’s single largest fund dedicated to bilateral collaboration in science with any country and one of India’s largest sources of support for international science.

The successful candidate will provide policy and administrative support for the science relationship. Responsibilities will include liaison and coordination with the Government of India (principally the Department of Science & Technology and the Department of Biotechnology) and the two scientific communities on the delivery of the Australia-India Strategic Research Fund, monitoring, analysing and reporting on developments in India’s science & technology sector, coordinating visits by senior scientists and officials and assisting other departments at post on matters and projects related to the science and technology sector.

The position will report to the Counsellor, Department of Industry, Innovation, Science, Research and Tertiary Education and work closely with the department’s International Science Branch in Australia.

Subject to the successful completion of a three-month probationary period, the successful applicant will be offered an initial one year contract of employment. This contract may later be extended, subject to agreement between the employer and employee.

The salary for this position will be negotiated taking into account qualifications and experience. Australian High Commission staff work a 5-day week.

Job Description

• Provide support and briefing on science-related matters to the Counsellor and First Secretary, Department of Industry, Innovation, Science, Research and Tertiary Education.
• Liaise with key partner departments in the Government of India (principally the Department of Science & Technology and the Department of Biotechnology) on the delivery of the Australia-India Strategic Research Fund
• Monitor, analyse and report on developments in India’s science and technology sector
• Represent the Australian High Commission and the Department of Innovation at meetings, conferences and other events as required
• Coordinate visits by Australian delegations to India and Indian delegations to Australia, including visits by ministers, senior officials and researchers
• Provide input and assistance to other departments at post on issues and projects relevant to the science and technology sector
• Maintain files and databases and perform other administrative duties

Qualifications and Experience

Applicants must be Australian nationals and have, or be willing to obtain, an Australian security clearance.
Experience in the Australian Public Service will be highly regarded.

Selection Criteria

1. Strong research and analytical skills and demonstrated ability to use these in a policy context.
2. Strong communication (written and verbal), interpersonal and representational skills, including networking and working individually or as part of a team.
3. Experience in program management, planning and administration, including facilitation of meetings, visits and events.
4. Experience in, or knowledge of, science and technology.
